Time pattern elements
Syntax
time{…} or time(<locale name>){…}
Down to the resolution of minutes, these can all adjust value per timezone to some extent, if there is no explicit timezone format designator (Z, z, zz) nearby. Leap second, i.e. a value of 60 for the seconds part, is allowed.

Z – A zero meridian time-zone ("Zulu time").
+HH[MM] or -HH[MM] – A time zone expressed as an offset of plus or minus states that the offset can be added to the time to indicate that the local time zone is HH hours and MM minutes ahead or behind.
zz
Alternate z format with colon as separator between HH and MM. (+HH[:MM] or -HH[:MM]).
